Regulation of construction fee for building land (Utilities)

Steps of the procedure:
  1. The City of Skopje Archive (shed No. 16) submits a Request for Regulation of the Compensation for the Regulation of Construction Land together with all the necessary documentation;
  2. After submission of the documentation, calculation and preparation of Payment Calculation shall be performed;
  3. After ordering, the customer makes the payment;
  4. Upon the submitted payment method, a contract is concluded and a confirmation of payment is issued, as well as the verification of the technical documentation.
Required documents:

1. For construction of buildings on unfinished building parcel;
• Certified basic design by the competent Municipality (with cover letter and decision for location conditions - construction conditions)
• Document of ownership (property list, possession list, sale and purchase agreement with solemnization)
• Consent from:
- Electro Distribution - Skopje
- PE Water Supply and Sewerage - Skopje
- Toplifikacija AD – Skopje

2. For construction of buildings on a constructed building parcel;
• Certified basic design by the competent Municipality (with cover letter and decision for location conditions - construction conditions)
• Document of ownership (property list, possession list, sale and purchase agreement with solemnization)
• Consent from:
- Electro Distribution - Skopje
- PE Water Supply and Sewerage - Skopje
- Toplifikacija AD - Skopje

• Proof of payment for arrangement of building land for an existing building. If the existing building was constructed before 1968, the following documentation should be attached:
- if there is only a possession list, a sketch measuring field report shall be attached, or
- a contract for arrangement of building land, calculations and confirmation of funds collected, or
- project with construction approval (certified by competent institutions)

• If the existing building is upgraded, upgraded before 1976, the following documentation should be attached:
- if there is only a possession list, a sketch measuring field report shall be attached, or
- a contract for arrangement of building land, calculations and confirmation of funds collected, or
- project with construction approval. (certified by competent institutions)

NOTE: The net areas of the existing building that are within the mark provided by the DUP are calculated, calculated according to the Rulebook on the Regulation of Construction Land in Force.

3. For surface conversion.
• Certified basic design by the competent Municipality (with cover letter and decision for location conditions - construction conditions)
• Document of ownership (property list, possession list, sale and purchase agreement with solemnization)

NOTE: According to the program for the editing of the building land, there is no charge for conversion of office to residential premises.

Deadlines for the procedure:
  1. Order - 15 days after submitting the request,
  2. Contract, confirmation, invoice and certified project - 5 days after payment is completed.

The following documents are obtained by regulating the fee for arrangement of construction land:

  1. Order regulating the compensation for the regulation of construction land;
  2. Agreement for regulating the fee for arrangement of construction land;
  3. Confirmation of payment of compensation for arrangement of construction land;
  4. Certified project.
