Decision on determining

a temporary change in traffic conditions and mode
Steps of the procedure:
  1. To approve a temporary change in the traffic conditions and regime, the Traffic Department issues a Decision in accordance with the Minister of the Interior.
  2. This Decision is issued when a temporary change in the conditions and regime of the traffic with a limited period of validity is established, and within the limits of the territory of the City of Skopje, established by the Law on the City of Skopje (“Official Gazette of the Republic of Macedonia” No. 55/2004). ).
  3. Temporary change of conditions and traffic regime is determined for the purpose of performing certain construction and other works, and the existing established traffic conditions and regime cannot be respected, especially as:
    • reconstruction, remediation, defect removal, etc., of the existing street network and infra structure;
    • excavation of pavements and sidewalks to attach to existing infrastructure or construct new ones;
    • carrying out preparatory works, construction of new construction, reconstruction and adaptation of existing construction including: earthworks, construction work, construction-installation works, installation of plants or equipment and other works;
    • installation of protective and other equipment on the roads in the City of Skopje (protective, bushing and partition fences, poles, pots, etc.).
  4. To secure this Decision, the applicant, as a legal or natural person, submits a Request through the Archive of the City of Skopje (shed 16) with administrative tax stamps in the amount of 200.00 denars.
  5. Upon request, the applicant shall submit a Basic Traffic Project for the determination of a temporary change of traffic conditions and mode of transport, made at the appropriate level and purpose, in accordance with the technical regulations for design, norms and standards in the field of traffic.

    NOTE: If the Baseline Traffic Project for the Temporary Change of Conditions and Traffic Regime pertains to construction work, then the Application together with the Baseline Traffic Project as well as the Site Conditions Decision should be submitted through the Competent Municipality. for the issuance of a Building Permit for those construction works.

  6. After reviewing all submitted traffic-technical and other documentation, the Traffic Sector, through its archive, submits a letter to the Ministry of Interior - Internal Affairs, Unit for GPS, in accordance with the legal regulations for their production, ie for obtaining Approval.
  7. Immediately after receiving the Approval, this Sector prepares a Decision and submits it for signature and seal together with all the above mentioned documentation
  8. In the end, the procedure ends with a letter, the certified documentation, which is the Decision and Projects at the address of the applicant, for further realization.
Required documents:
  1. Request with administrative stamps worth 200,00 denars,

  2. Basic traffic project to determine traffic conditions and regime, in uniform copies with unlimited number, one of which is kept in the Traffic Sector and in the MoI-SIA Unit for MPS, the others are returned

NOTE: If construction work is required for the realization of the Decision, then:

  1. Request from the competent authority to issue the Building Permit;
  2. Basic traffic project to determine traffic conditions and regime, in uniform copies with unlimited number, one copy of which is kept in the Traffic Sector and in the MoI-SIA Unit for RPS, the others are returned;
  3. Decision on location conditions.
  4. The entity interested in obtaining the stated document / act should also include a contact telephone in the submitted documentation.

NOTE: The defined number of days does not include the days required to obtain MIA-SIA AGREEMENT.
