Competencies

According to the amendments to the Decision on the organization, scope and manner of performance of the tasks of the administration of the City of Skopje, the Secretary of the City of Skopje shall have the following competencies:

 

  • It follows the laws and bylaws and other general acts in the area of operation of the City of Skopje and is responsible for the implementation of the legal provisions provided for in the Law on Administrative Officers and the Law on Public Sector Employees;
  • Manages administrative officers, provides guidance to management and other staff in the institution, especially in the context of human resources management, and decides on the rights, obligations and responsibilities of administrative officers provided by the Law on Administrative Officers;
  • Proposes decisions concepts and other regulations for regulating relations, situations and issues, initiates solving of certain problems and is responsible for timely, legal and quality performance of the tasks and tasks in the administration of the City of Skopje,
  • Performs monitoring and evaluation of the work of the managerial staff assigned to them;
  • Conducts the sessions of the expert collegium of the City of Skopje, reports on the realization of the work program of the administration of the City of Skopje and gives responsibilities to the heads of departments;
  • Responsible for the legal, timely, efficient and quality preparation and execution of the work plan of the administration of the City of Skopje and the efficient and effective organization and realization of the activities within the competence of the departments;
  • Organizes and realizes cooperation with other bodies in performing the activities in the City of Skopje;
  • Monitor the work of public institutions and public enterprises established by the City of Skopje;
  • Participates in the work of the City Council of Skopje.
